Japan Provides Wheelchairs for Filipino Handicapped Children

Minister for Economic Affairs, Akio Isomata, of the Embassy of Japan attended the turnover ceremony of “The Project to provide the refurbished wheelchairs for handicapped children in care centers in Manila” on January 24, 2012 at the office of Jesus V. Del Rosario (JVR) Foundation in Makati.

The ceremony was witnessed by Regional Director Wilma Naviamos, Department of Social Welfare and Development, Mr. Tomoyuki Katano from a Japanese NGO “The Volunteers Group to Send Wheelchairs to Overseas Children”, and officials from JVR Foundation, a partner Philippine NGO of the said Japanese NGO.

In the Philippines, wheelchairs for children are expensive, and facilities taking care of handicapped children have hard time securing adequate numbers of wheelchair. Occasionally, due to the lack of wheelchairs for children, they are forced to use adult-sized wheelchairs.

Under the project, “The Volunteers Group to Send Wheelchairs to Overseas Children” gathered eighty (80) used wheelchairs in Japan and sent them to the Philippines after refurbishing them for renewed use. The wheelchairs were granted to five (5) facilities for children with disabilities in Metro Manila. The Japanese Government funded the cost of refurbishment and transportation of these wheelchairs through the Grant Assistance for Japanese NGO projects, which amounted to 801,180 Japanese Yen (approximately 400 thousand pesos).

Minister Isomata stated in his speech, “By utilizing these wheelchairs, the beneficiary children will be able to increase activities in their everyday life with better mobility, thus enhancing the quality of their life.”

The Grant Assistance for Japanese NGO Projects started in the Philippines in 2002. Since then, the Japanese Government has disbursed approximately 165 million pesos for a total of 27 projects in the Philippines under the scheme. Japan believes that this project will strengthen not only friendship between the peoples of Japan and the Philippines, but also the existing strategic partnership between Japan and the Philippines.

Employment of the Disabled to be Increased - Oman

Oman Daily Observer

More jobs for the disabled

Sun, 22 January 2012

MUSCAT — Shaikh Khalid bin Omar al Marhoon, Minister of Civil Service and Deputy Chairman of the Civil Service Council, has said the Ministry of Civil Service has urged all units of the state’s administrative apparatus (government departments) to implement a Civil Service Council decision to increase the rate of employment of the disabled.

The council took the decision during its second meeting of 2011 when it was agreed to expand the rate of recruitment of the disabled among Omani citizens in various government departments. The minister pointed out in a statement to the media yesterday that his call seeks to safeguard the rights of the disabled for employment.

The above-mentioned decision, he said, comes as part of a set of procedures to integrate the disabled into the society and to provide all appropriate means to encourage them to work and rely on themselves for making a living, said Al Marhoon.

The minister added that he would follow up the implementation of the decision which will open up a wide range of employment opportunities for the disabled people in different government departments, a right and a humanitarian gesture backed by all those concerned. Al Marhoon said in comments that the recruitment of the disabled is a joint responsibility and everybody or department is required to co-operate to help utilise the full potential of the disabled. He said that the disabled are capable of efficiently handling a large number of jobs. The civil society institutions in the Sultanate work hard to encourage the rehabilitation and employment of the disabled. — ONA

DSWD makes website friendly to disabled

Sunday, January 22nd, 2012

By: Leila B. Salaverria
Philippine Daily Inquirer

MANILA, Philippines—The website of the Department of Social Welfare and Development (DSWD) is easy to use, especially for people with disabilities.

According to the DSWD, the website [dswd.gov.ph] has an Accessibility Statement page that teaches users how to enlarge the texts that could be found on the site to make them easier to read and how to use keyboard shortcuts to get to important pages immediately, among other features.

The DSWD said it had met most of the Web accessibility recommendations of the Philippine Web Accessibility Group (PWAG), which had noted the department was qualified to receive the “Disabled Friendly Website” award from the National Council on Disability Affairs and the National Computer Center.

Among the DSWD website features that meet the PWAG’s specifications are—aside from the Accessibility Statement page—alternative text for every image, “skip to content” links, the use of descriptive links, a site map, a Home link on every page, text resizing and the use of standard access keys.

The site’s webpages also have a consistent design and column positions.

The PWAG has encouraged other government agencies to make their websites accessible to the public, including persons with disabilities.

November 9-11, 2011 : Visit: Muchu Center for Independent Living and Networking with Local Community

“You are not alone, and you can feel strong, kind and fun because you have friends!” – Muchu Center, Hyogo

After completing training in Hiroshima, the participants moved to Osaka to visit one of the leading centers for independent living (CILs) in Japan, named Muchu Center.

What is a CIL?
A “CIL” provides services, support, and advocacy to enhance the rights and abilities of persons with disabilities, aiming for their active participations in their communities and enjoyment of independent living

Overview on MUCHU Center
Everyone, including those with disabilities, has dreams and the right to pursue them. “Mu” means “dream” in the Japanese language, and “Chu” is to pursue infinite possibilities. The reason why they named this independent living center “Muchu” is because they wanted to provide a secure socializing space for persons with disabilities and to encourage them to achieve self-realization.

Muchu offers various services and carries out a number of activities such as Peer Counseling, Independent Living Programs (ILPs), movements for human rights protection (Advocacy programs) and seminars on independent living that are open to the public. It also creates a venue where persons with and without disabilities can learn together to discover something new and fun.

Provision of personal assistance services is one of the key activities of the CIL. They provide persons with severe disabilities with physical care, household assistance, transportation assistance, personal assistant dispatch services (such as guide services for physically and intellectually disabled persons).

In the course of settling in the community and institutions, persons with disabilities face a number of problems. People at Muchu share such problems seek solutions with them. They also answer questions that arise.

Muchu also supports CILs in other Asian countries (such as Pakistan, Nepal, Cambodia, Taiwan, South Korea and Mongolia). A few decades ago, Japanese people learned about independent living movements and the importance of friendship at CILs from Europe and the U.S.

During their visit to Muchu, the participants learned about the role of CILs, cooperation among persons with and without disabilities, networking with local communities. They also paid a visit to home of Muchu staff and observed an actual situation of independent living (IL).

The participants were very much interested in the concept of IL. They raised many questions and discussed actively. The main topic of the discussion was that there were still strong senses of belief that persons with disabilities are vulnerable and it is the duty of communities and families to protect them. Therefore, they argued, it was very difficult to promote the concept of IL and how to make people understand the rights, needs and wishes of persons with disabilities. The participants and Muchu staff exchanged opinions on how to apply the concept of IL to each country.

They not only learned the meaning of CIL through lectures and discussions, but also were impressed with Muchu’s hospitability! The Muchu people kindly set up a welcome party in the evening of the first day. Indeed, there were many fun events offered by them, and delicious food cooked by staff was served.

Cheers! participant from Timor Leste held up a drink.JPG

During their stay at Muchu, its staff always cared for the participants and supported the secretariat to convey all the programs smoothly. The participants wished they had been able to stay there longer. They had an unforgettable time at Muchu.

2011 Leadership Course Training Report - October 26 & 27

October 26 & 27, 2011 : Workshop : Human Rights and Advocacy

The topic of the two-day workshop was “abuse” and how to prevent it. On Day One, the participants had opportunity to think about what “abuse” is and how it could be defined.

Workshop convener talking to the participants.jpg

On the second day, they were divided into two groups and tried a role play. One group performed an abuse at workplace, while the other showed a case of a disabled student abused in the classroom. This activity triggered some of them to disclose their own past experiences. Thus it provided them an opportunity to share their stories and thoughts on abuse and to discuss why work needs to be done to stop and prevent abuse of differing kinds.

Participants performing a role play.jpg

Participants performing a role play 2.jpg

This workshop was not only thought-provoking but also challenging in an emotional sense, but the participants proactively participated in it for two days. They reflected it as educational and also an impacting experience at the personal level.

Railway Stations to Offer Electronic Veicles for the Disabled - India

The following information was retrieved from the website of the Times of India.

Battery-operated vehicles to help physically challenged

By Kumod VermaKumod Verma, TNN | Jan 9, 2012, 01.47AM IST

PATNA: In a major policy decision, railways has decided to provide more facilities to physically challenged passengers across the country. The Railway Board has already approved the plan to allow private agencies to provide battery-operated vehicles at important stations. This facility will be in addition to the decision of railways to convert important railway stations into physically challenged-friendly ones.

According to a Railway Board official, the railways has identified major stations across the country where this facility is required to help disabled and elderly passengers board trains without any difficulty. The facility will save them from facing the rush of passengers on platforms, he said. According to sources, the Board has issued guidelines to every railway zone in this regard. The facility will be made available free of cost on 'first come, first served' basis at the crowded metropolitan city stations first. Service providers will be allowed to display paid advertisements on their vehicles to generate income, sources said.

However, the Board official said that railways would provide free electricity at stations for charging the batteries of such vehicles. It would be the responsibility of service providers to maintain the battery-operated vehicles on their own, he said, adding each zone of railways has to shortlist stations on a priority basis to make this facility available.

According to an ECR official, the railways has decided to introduce this facility at major stations like Patna Junction, Mughalsarai, Gaya, Muzaffarpur, Samastipur and Barauni in the first phase. ECR has already provided other facilities at Patna Junction and other stations to the physically challenged passengers, like parking of their wheel chairs in the circulating area, toilet facilities and ticket purchasing counters at Patna Junction, he said.

Sources said the railways had earlier decided to provide a special bogie for physically challenged passengers in all important mail and express trains. However, this facility is not available in most long-distance passenger trains, they said.

Disable Girls and women and person with Disabilities is one of the most disadvantaged and vulnerable groups in the community.
The family considers them as a burden or a course.
Others always look them down upon. Many times, they deprived of their basic human rights.
Still there are no facilities for health, education and care for development of them.
Being a destitute child, the miseries of his /her life increase hundred times.
In our existing socio-economic structure, the Persons with Disabilities (PWDs) are mostly dependent upon their family.
Beside, Due to Girls and women with Disabilities they are very much neglected also burden in their family, society and also all sphere of life.
In our Community where poverty is especially detrimental and girls and women with Disabilities as seen as a economic burden.
Adolescent girl faces many obstacles like, abuse, family tortured, trafficking and also early marriage

From our experiences gained during findings of the community studies, it has been revealed that the Negative attitude of the community regarding the disable person, Lack of proper scopes, facilities of education and proper facilities for their development of the rural community have significantly increase the miseries of the girls and women with Disabilities in the community.
Lack of awareness on the women rights, women health and reproductive health rights, rights of the participants and accessibility are mainly responsible for the present situation.
Nearly in all classes the people with Disabilities including girls and women with disabilities are out of the Development process by their families and communities due to their lack of knowledge about their potentiality.
They are viewed by the Community as a burden and source of stress for their families; they do not have access to school, Training and, job opportunity, public place and community activities.
They and their families suffer from inferiority complex, which results in their exclusion from every day life. . Early marriage is culturally allowed and viable option for parents who cannot afford to keep their daughters.
As a result, most girls become mothers prematurely, leading to serious and often life threatening health complications for both mother and child.

Appropriate care and development services can reverse the existing situation of most of girls and women with disabilities and enable them to lead an independent life and contribute to their family and the nation.
It is recognized that the Disable girls and women must be integrated into the mainstream of development processes to minimize their development and to achieve their total self reliance.
