The News from Philippines

There was the event titled ‘Capability Building Seminar and Regional
Federation of Persons with Disabilities Election, which was held from
December 22nd to 23rd, 2006 in Iloilo City, the Philippines.
A participant of 2005’s Leader Course, Ms. Donnabelle V. BALDONADO and a
trainee of 7th Duskin Leadership Training, Mark Espesor made the
presentations about their trainings.

We are glad to know that people from both trainings we conduct got together
to enlighten disabled people in their country.

LABARD welcomes marathon for special persons (Pakistan)

We found the news on the organization, the Lahore Businessmen Association for Rehabilitation of Disabled (LABARD), which a participant of Vocational Rehabilitation Course 2006 belongs to.

LAHORE: The Lahore Businessmen Association for Rehabilitation of Disabled (LABARD) hailed the Punjab government decision to arrange a 3km marathon for special persons and termed it a historic step for the betterment of the ailing humanity.

Condolence

Condolence

"Justin, as a forever leader"

In this beginning of new year we had an unexpected news from Mozambique.
It was hard to believe because we had received an email from you just a
little bit ago telling that you have been contributing not only for your
country
but also a region of Africa. Your message was so bright and hopeful.

I am remembering the days when you came Japan in 2004.
We spent wonderful times with love, smile, discussion, sharing, etc.
And you were always on the center of the members.

We had deep sorrow to lose a young and big leader to lead more advancement
in the life of people with disabilities not only in Africa but all over the
world.

Justin, please sleep peacefully and we are going to succeed your strong wish
in every place of the world.

Condolence

We have to infrom you with deep sorrow that our friend from Mozambique,
Mr. Justino Joao Januario passed away on 30th of December 2006, in his 33rd
year.
It is a really big loss for all JICA friends.
We still vividly remember the days when he attended Leaders'Training Course
of Persons with Disablities in 2004.
And we will never forget his favorite phrase "As a leader of Mozambique."
We would like to present our condolence with deepest sympathy to his family.

Greetings from Tonga

Greetings to you from the Kingdom.
I am fine but don't whether you heard on the news about there was a riot had happened and the whole town totally destroy on 16 of November 2006. There was about six people burned and died and their body has not been identified yet because it was very seveier burn.
There we are trying to rebuild the city so it seem to me my action plan, "Barrier-free in Accessibility for Persons with Disabilities" will start over again.

Information on Arab Decade of Disabled Persons

Debate over inclusion of mentally-ill people

Dubai: The definition of disability, whether to include mentally-ill people, sparked a heated debate at a roundtable discussion on a workable action plan for Arab countries.

Panelists representing advocacy groups for disabled and special needs people at the Arab Decade of Disabled Persons 2004 -2013 roundtable discussion, organised by Takamul, could not agree on the definition of disability and whether it should include people with psychiatric disorders.

"Mentally-ill people should not be covered under the UN Convention [on the Rights for Persons with Disabilities] because they can be treated medically. There should be separate laws to protect them," said Dr Nawaf Kabbara, president of Arab Organisations of Disabled People.


"I disagree with Dr Nawaf," rebutted Dr Muhannad Saleh Al Azzeh of Handicap International, saying that people with psychiatric disorders should be covered by the UN convention.

"Both have disabilities, but those with psychiatric disorders are totally excluded and marginalised because they have a horrible stigma attached to them," he continued.

The panelists also discussed the definition of disabled versus special needs, whether disability included people with health conditions that required special measures to be taken for them to function and live.

All, however, called for inclusion of disabled people into society, agreeing that the definition of disability should not be medically-based, but based on how the surrounding environment affected a person's ability to function.

In other words, if there are no ramps for a wheelchair-bound person to enter into a building, he effectively 'becomes disabled'.

Efforts on for barrier-free culture for disabled

ISLAMABAD, Jan 3 (APP): Ministry of Social Welfare and Special Education is working on several projects to provide an enabling culture that would allow full realization of the potential of disabled persons through their inclusive mainstreaming.

In this regard, the Ministry has been organizing a number of dialogues and seminars to finalize recommendations for design manual, model projects and building bye-laws report for creation of barrier-free environment for challenged persons, official sources in the ministry told APP here Wednesday.
The sources further said that a National Plan of Action had been launched in last April for effective implementation of the policy for the welfare of disabled persons.
They said that one of the major thrust areas of this Plan was a disabled friendly physical environment, which included physical access, transportation, communication and employment.
As a first step, five major cities including Islamabad, Lahore, Karachi, Quetta and Peshawar have been declared disabled friendly cities and necessary modifications in the already constructed infrastructure are underway in collaboration with the CDA and Provincial/District governments, the sources added.
When asked the sources said it was the right of the special people to have access to all public building, parks, transport and public places, added, this will facilitate their mainstreaming and integration in the society to become productive and useful member of the society”.
Officials said Ministry has also launched a project entitled “Design Manual and Mode Projects” for creation of barrier free culture for the persons with disabilities and directed all concerned to ensure provision of facilities for persons with disabilities in all new projects.
