Nine participants have arrived in Japan and the opening ceremony is going to
be held on Monday, 3 October.

Ministry asked to issue driving licences to the disabled

ISLAMABAD, Sept 26: Minister for Social Welfare and Special Education
Zobaida Jalal on Monday asked the Ministry of Interior to issue driving
licences to the special persons in order to bring them on a par with normal
people.

She was speaking at the concluding ceremony of a five-day regional seminar
on Capacity Building of Self Help Organizations of Persons with Disabilities
organised by the ministry in collaboration with the World Bank (WB), Japan
International Cooperative Agency (JICA) and Asia Pacific Development Centre
on Disabilities (APDCD) here.

The minister said the disabled were deprived of licences on the premise that
they could not control while driving but The disabled are more balanced than
the normal ones due to their commitment to and concentration on their work

She said the special persons had been exempted from car duties and were now
given the right to sell a car on duty-free basis but unfortunately they had
no right to drive their own car. We are in contact with the interior
ministry to award them driving licences.
Senate Chairman Mohammadmian Soomro, Minister for Religious Affairs Ijazul
Haq and representatives of WB and JICA were also present on the occasion.

Ms Jalal said the two percent allocated job quota for the disabled had not
been implemented in real terms in different institutions and for this
purpose special monitoring teams would be introduced to ensure whether or
not they were properly appointed in the government institutions.

For special persons, she said corporate sectors were also informed of
absorbing them in jobs on the basis of their professional terms. National
Action Plan has been approved by the government and is being finalised in
consultation with all the stakeholders, which would bring a revolution in
the living standard of special persons, she added.

She said the provincial governments were also making efforts to meet the
requirements of persons with disabilities at the grass-roots level.
Commenting on the recommendations made by the participants of the seminar,
Mr Soomro said it would be addressed in parliament on priority basis because
special persons had waited a lot for the solution of their problems.

chilean independence day -Carlos Kaiser

Dear friends,

In Chile we are celebrating our independence day, september the 18th. All of
us dance the national dance "Cueca", we eat "empanadas" "asado" and drink
Chicha" and red wine. I send you pictures of the first ceremonies in my town
There is one special picture. A deaf girl was performing a "paya". Payas
are a sort of traditional word game. the person who perform a paya is called
"payador". a payador say something to honor an important issue. payas are
very funny. a payador must be a skilled person. sometimes we have payadores
contest. it is a sort of friendly showdown. each payador say something that
is very difficult to answer. it is funny. I was so deeply touched by this
little deaf lady performing a paya with such perfection.

San Antonio Province Network -Carlos Kaiser

Dear Friends,

my town- Algarrobo- is one of the six towns that conform the San Antonio
province.

we have created the San Antonio provincial network of disabilities issues.

We strongly believe that united we can do our best. this network is
conformed by the organizations of ersons with disabilities and the municipal
offices for PwD issues.

We are creating a projecs data base.

As the president of this network I send greetings for all of you and we

Kabar dari Malaysia-Ms. Cecilia Binti Singoon (Vocational Rehabilitation)

I have been busy with my Trial training so far 3 trainees out for
trial training. 1 person at our centre's bakery. and the other one at CBR
in the centre as well. The other one is at the cleaning company cleaning the
shopping mall. My self and the other JOCV volunteer from sendagaya tokyo.
his name is Mitsuhiko Abe. Today I went for meeting the operation manager
for coffee bean company to ask the possibility of sending of our trainee
for trial training. Coffee bean is simillar shop opposite mitsutomo bank at
hatagaya station. there is a coffee shop there.

Transition is on going now....but the only worried is that I am going for
course training in special eductaion at Pulau Pinang from 13/11-24/12....so
I have to work hard before so that everything is under control and my
report may be early january I hope JICA would understand my situation.

The training helps me.....domo arigato gozaimastha ne. I will send the photo
but please give me sometime.

bowling for PwD -Carlos Kaiser

Dear Friends,

We are creating a sport club of bowling for PwD in Algarrobo. it was a sort
of match in the very hall of our city town building!. it was very funny. we
had 5 minutes of this and everyone enjoyed this moment.

sports are very important for us. it allows a person with disabilities to
focus on his/ hers abilities.

We are organizing a tournament with El Quisco Town.

a great person - Carlos Kaiser

Dear Friends,

I want you to meet Claudio Morales. he is a great volunteer of our PwD
organizations. he used to be involved in not very good activities. he worked
with us in our large PwD meeting. this event changes his life. He is a good
person who shows that a great deed can improve people's life. He is now full
with good activities, helping PwD. He is now mi right arm.

I have been invited to the Chilean diet comission of PwD rights, to analize
impovements in our law.

In Chile, we are working hard to improve our rights. it has been a hard work
but we will never give up.

we have had different meetings with our congress men. I want to tell you
that the president of this comission is a woman. I lioke it because we want
a fair society for all of us.

Our path is not easy, but together we will reach the stars!

Nine Participants were selected from many applicants !-Nakatani.Keiko(JSRPD)

The fourth planning commitee meeting was held at JICA headquaters on August
24, 2005 and nine participants for the training course on "Leaders of
Persons with Disabilities 2005" were selected from eight countries, such as
Bangladesh, Indonesia, Laos, Myanmar, Palestinian, Peru, Philippines, and
Tonga. Eight planning committee members would like to welcome new JICA
friends and they are looking forward to seeing them in Tokyo.
